The Tribunal stands in the shoes of the delegate and decides the matter again on the material before it, including material that was not before the delegate. That makes the submission the central document: it identifies the criterion the decision turned on, sets out what the evidence establishes, and explains why the conclusion should be different.
Submissions fail when they argue with the delegate rather than with the criterion. The Tribunal is not interested in whether the delegate was unfair; it is interested in whether the criterion is met on the material now before it.

No. We write the submission. Representation is a legal service and sits with your lawyer or registered migration agent.
What do you need from us?
The refusal letter, the application as lodged, the material that was before the delegate, and the Tribunal reference if one has been allocated.
Can new evidence be included?
Yes, and it is often the point of the review. The form asks what is available that was not before the delegate.
How much does it cost?
Quoted per case - the work varies enormously with the ground of refusal and the volume of material.
