Labour market testing, genuine position and market salary evidence for nomination
A nomination is refused on evidence, not on effort. Labour market testing has to show a genuine, compliant test and a defensible assessment of every applicant. A genuine position report has to establish that the role exists, that the tasks match the occupation, and that the business can sustain it. A market salary report has to put a number in front of the delegate that survives scrutiny.

How it works
- Order and intake
You choose the report, complete the form for that report and attach what you have. Anything missing we ask for once, in one message, rather than in a trickle.
- Evidence capture
Advertisements, applicant lists and responses are captured as they appear, with screenshots taken at the time, so the evidence is contemporaneous rather than reconstructed later.
- Research
Salary and labour market data drawn from Jobs and Skills Australia, the ABS, the applicable modern award and current advertised roles - every figure cited inline and footnoted to its source.
- Drafting
Written to the criteria the delegate applies, in our own report format, with the findings set out in a table the assessing officer can work through.
- Delivery
A finished report. No placeholders, nothing left to complete later, no internal commentary in the document.
Why us
- Writing is the whole business
Zeolla Solutions is a migration documentation and research business. Reports are not a sideline to an agency - they are the service, and have been since 2015.
- Every figure carries a citation
Salary and market data referenced inline and footnoted to its source. An unsourced number is a question you hand the delegate for free.
- Written around the gaps
Where the evidence is thin we build the argument on what is actually there, and we tell you where the case is weak rather than papering over it in the report.
- Ready to lodge as delivered
What you receive is what gets lodged. Advisory comments come to you separately, never inside the document.
Common questions
How long does an LMT report take?
We run the advertising, so the clock is the advertising period rather than our drafting time: 28 days of advertising, plus up to five working days for interviews where a candidate meets the criteria. No rush option can shorten that. Genuine position and market salary reports run 10 to 12 working days as standard, with faster options priced on the form.
Which occupation code do you write to?
Whichever the nomination relies on. Give us the ANZSCO code, the OSCA code or both, and we write the task mapping to the unit group the nomination is lodged against.
Can you work from advertising that has already run?
Often, yes - if the advertisements, the dates and the applicant responses can still be evidenced. Send what you have and we will tell you before you commit whether it will hold.
Is GST included in the prices?
Yes. Every price on this page is in Australian dollars and includes GST.
Structured training plans and GTE statements that read as training, not as work
A 407 plan fails on vagueness. A plan that reads like a job description, a mentor identified by title alone, a phase with no way of measuring whether anything was learned - each of those invites the same question from the delegate, which is whether this is training at all. The GTE statement then has to say the same thing in the trainee’s own voice, without contradicting a line of it.
| Service | What it covers | Price incl GST |

407 Genuine Temporary Entrant (GTE) Statement — intake form
How it works
- Scoping
Occupation, duration and structure. A twelve-month plan and a twenty-four month plan are not the same document with different dates - the phases and the assessment points change.
- Mentor and workplace intake
Full legal name, position and actual qualifications of the mentor, the worksites, the supervision ratio and how oversight genuinely happens day to day.
- Objectives by phase
What the trainee learns in each phase, taught how, measured against what - with real progression from observation toward supervised independent work.
- Specificity pass
We replace anything that reads like a job description, and we check the plan against the wage, hours and worksites in the offer.
- Delivery
Training plan, and where ordered the GTE statement, consistent with each other and with the nomination.
Why us
- Hundreds of these written
Structured, phased training plans have been core work here since 2015. Phases, objectives, named mentors, assessment points, genuine progression - we know where these come unstuck.
- Built against the actual refusal reasons
Vague phases, mentor by title only, mismatched mentor expertise, wage inconsistent with the offer, part-time hours, job description language, undocumented worksites. Each one is checked before the document leaves.
- Training, not disguised employment
The regime turns on one question: is this genuine structured training with a destination, or work wearing a training label? We write the first and will not dress up the second.
- One voice across both documents
Where the GTE is ordered with the plan, the two are written together. Nothing in the statement contradicts the plan, because the same writer holds both.
Common questions
How many phases should a plan have?
Enough that progression is visible and each phase can be assessed on its own. A twelve-month plan usually runs three or four; a twenty-four month plan more.
Is the GTE statement written in the first person?
Yes. The training plan is written about the trainee; the GTE statement is written as the trainee, in their own voice, and signed by them.
Do you need the mentor’s qualifications?
Yes, and in full. A mentor identified only by job title is one of the most common reasons a plan is questioned.
How fast can you turn one around?
10 to 12 working days as standard, down to one working day. The turnaround you choose sets the price, and the price updates on the form as you choose it.
Visa business plans and labour hire licence plans, written as evidence
A visa business plan is not a financing document. It is evidence, and it is read by someone deciding whether the business is real, whether it can sustain the position, and whether the numbers in front of them were arrived at honestly.

Business Plan — intake form
Labour Hire Licence Business Plan — intake form
How it works
- Scoping
Category, timeline and what the plan has to prove. A plan supporting a 186 nomination and a labour hire licence application share a table of contents and very little else.
- Evidence and financial intake
Company documents, existing financials, contracts and the principals’ own background. We write from what exists rather than inventing projections.
- Market research
Industry data, competitor landscape, regional labour and wage conditions - every figure cited inline and footnoted.
- Drafting
Standard plan architecture with the overlay built in, written in our own report format and typeset to match.
- Revisions
Thirty days of revisions within the original scope. Cases move, and plans move with them.
Why us
- Plans written for delegates, not investors
The audience is an assessing officer with a checklist, not a venture fund. The plan is structured for how it will actually be read.
- Projections you can defend
Built from the business’s real position and industry benchmarks, with assumptions stated openly so the reader can follow how each figure was reached.
- Structure that matches the nomination
The chart, the headcount and the position descriptions agree with the nomination they support. Inconsistency between the two is common and avoidable.
- Ready to lodge as delivered
No placeholders, no bracketed notes, nothing left for you to finish.
Common questions
How long does a business plan take?
10 to 12 working days as standard, or 5 to 7 working days for 30% more and 1 to 2 working days for 50% more - chosen on the form. Tell us your lodgement date and we will confirm whether it can be met before you pay.
Do you build the financial projections?
Yes. Built from the actual financials and industry benchmarks, with the assumptions set out so they can be followed.
What if the company is new?
Give us expected sales for the first year in the form and we build the projections from there.
Can you rescue a plan someone else wrote?
Often. Send it over and we will tell you whether the structure holds or whether starting again is faster.
The full evidentiary package a labour agreement request is assessed on
A labour agreement request is assessed on a body of evidence, not a form. The Department wants to see that the shortage is real, that the business has tested the local market properly, that the terms offered are at market, and that the concessions sought are justified by something other than convenience.
| Service | What it covers | Price incl GST |

Labour Agreement & DAMA Support Package — intake form
How it works
- Scoping
Which agreement, which occupations, which concessions, and the endorsement pathway. The scope of the package follows from that.
- Evidence intake
Company documents, financials, workforce data, recruitment history and any existing endorsement material.
- Labour market testing and salary research
Advertising evidence and applicant assessment, and a market salary analysis against current data and the applicable award.
- Submission drafting
The business case, the case for each concession and the consultation record, written as one document rather than assembled from parts.
- Delivery
A complete package, ready to lodge, with the supporting reports referenced from the submission.
Why us
- Built as one argument
The submission, the testing evidence and the salary analysis are written together and agree with one another.
- Every figure sourced
Workforce and salary data referenced inline and footnoted, so the assessing officer can verify the position rather than take it on trust.
- Written around the gaps
Where the evidence for a concession is thin, we say so to you and build the case on what holds.
- Ready to lodge as delivered
No placeholders and no internal commentary in the document.
Common questions
How long does the package take?
It depends on the occupations and whether labour market testing still has to run. Tell us both in the form and we come back with a timeline.
Do you handle the DAMA endorsement as well?
We write the endorsement material and the supporting reports. Lodgement and dealings with the designated area representative sit with you.
Can you do a single occupation?
Yes. Tell us the detail in the form and we scope it to what you actually need.
Is the advertising included?
The package covers Workforce Australia and CareerOne, with Seek available for an additional A$500 incl GST. Choose on the form.
National Innovation Visa evidence and state commitment statements
These are programs where the applicant is asked to make a case about themselves: what they have achieved, why it matters, and what they intend to do here. Generic material fails because the assessors read hundreds of them. What works is specific, evidenced and consistent with the rest of the application.

Tasmania 491 Commitment Statement — intake form
Northern Territory 491 Commitment Statement — intake form
How it works
- Scoping
Which program, which stream, and what the applicant actually has to evidence. The statement is only as good as the material behind it.
- Applicant intake
Career record, achievements, recognition, qualifications, and the specific research the applicant has done into the state or the field.
- Research
Regional labour market conditions, occupation demand, and where relevant the field-level evidence the innovation pathway is assessed on.
- Drafting
Written in the first person where the program calls for a statement, and as a structured report where it calls for evidence.
- Delivery
A finished document consistent with the rest of the application.
Why us
- Specific, not aspirational
Assessors discount statements that could have been written by anyone. We write from the applicant’s actual record and actual research.
- Consistent with the application
The statement agrees with the forms, the CV and the supporting documents.
- Regional research done properly
Employment prospects and settlement material researched against current sources rather than restated from the program website.
- Ready to lodge as delivered
No placeholders and nothing left to complete.
Common questions
Is the commitment statement written in the first person?
Yes. It is the applicant’s statement, written in their voice and signed by them.
What evidence does the National Innovation Visa report need?
The applicant’s full record - awards, qualifications, grants, patents, publications, media, income evidence and letters of recognition. The form walks through each category.
Do you need a nominator for the National Innovation Visa?
Yes. The program requires a nominator with a national reputation in the applicant’s field, and the form asks for their details.
Do you advise which state to apply to?
No. That is migration advice and we are not a migration agency. We write to the program you or your agent has chosen.
Requests for further information, appeal submissions, case review and translation
Not every job is a report. Sometimes the Department has come back with a request and a date, sometimes a refusal has to be answered at the Administrative Review Tribunal, sometimes a file needs a second pair of eyes before it goes anywhere. These are short-turnaround jobs and we price and scope them individually.
| Service | What it covers | Price incl GST |

How it works
- Send the file
The request or the decision record, the application as lodged, and the deadline. That is enough for us to scope it.
- Scope and quote
Because these vary so widely we quote each one. You get a fixed price and a delivery date in writing before anything starts.
- Drafting
The response is written to the request as made - point by point, with the evidence referenced and nothing left implied.
- Delivery
A finished submission. Where the material does not support an answer, we tell you that in writing rather than writing around it in the document.
Why us
- Deadline work handled as deadline work
Tell us the date. If we cannot meet it we say so immediately rather than after you have paid.
- Point by point
A request answered in general terms invites the same request again. Each point gets its own answer and its own evidence.
- Honest about what the file supports
Where the evidence is not there, you hear it from us before lodgement, not from the delegate afterwards.
- Confidential
Files are handled under the Privacy Act and are not used for any other purpose.
Common questions
How quickly can you turn around an RFI response?
It depends on the request and how much evidence has to be assembled. Send it with the deadline and we tell you within one business day whether it can be met.
Do you appear at the Tribunal?
No. We write the submission. Representation is a legal service and sits with your lawyer or registered migration agent.
What does a case review cover?
What the evidence supports, where it is thin, and what would strengthen it - delivered as a written note to you, not as a document for lodgement.
Which languages do you translate?
Tell us the language pair in the form and we confirm availability and price before you commit.
Not Sure Which Report?
Tell us the subclass and the stage the matter is at, and we will tell you what the file needs.
