A visa business plan is evidence
It is read by someone deciding whether the business is real, whether it can sustain the position, and whether the numbers in front of them were arrived at honestly. That is a different document from a plan written to raise money, and it fails for different reasons.
The common failures are structural rather than cosmetic: projections that bear no relation to the lodged financials, an organisational chart that contradicts the nomination, a market section assembled from unsourced assertions, and a headcount plan that cannot be reconciled with the turnover. Each of those is a question handed to the delegate.

A business without trading history is not a problem, but it changes what the plan has to do. Projections are built from expected first-year sales, the contracts or pipeline that support them, and industry benchmarks - with the basis of each figure visible, so the delegate can follow the reasoning rather than being asked to take it on trust.
