Labour hire licensing is state law, and the regulator is asking a different set of questions from the Department. It wants to know who runs the business and whether they are fit and proper, how workers are paid and recorded, what happens to them on a host site, and whether the business can demonstrate compliance rather than assert it.
Queensland, Victoria, South Australia and the Australian Capital Territory each run their own scheme with its own thresholds and its own reporting. A plan written generically satisfies none of them properly.

Where there has been a Fair Work, WHS or licensing action, the plan addresses it. Regulators find these, and a plan that is silent on a matter the regulator already knows about does more damage than the matter itself.
