The question every 407 plan has to answer
The Subclass 407 visa is for occupational training, and the delegate is deciding one thing: whether what is proposed is genuine structured training with a destination, or ordinary employment wearing a training label. Everything in the plan either helps answer that or gets in the way of it.
Plans fail on vagueness rather than on substance. A phase described as "the trainee will assist the team" is indistinguishable from a job description. A mentor identified as "the manager" tells the delegate nothing about whether anyone qualified is actually overseeing the training. A plan with no way of measuring whether anything was learned is not a training plan, whatever it is called.
What the plan contains
The business, its activities and its capacity to deliver the training
The occupation, mapped to the ANZSCO or OSCA unit group
The trainee’s existing qualifications and experience, and the gap the training closes
Phased structure, each phase with its own objectives, teaching methods and assessment points
Genuine progression from observation and supervised work toward independent practice
The mentor - full legal name, position, qualifications and years in the occupation
Supervision arrangements, worksites and the ratio of trainees to mentor
Hours, remuneration and how they match the offer
The position and employer the trainee returns to, and what the training equips them for
The three streams
Occupational training to improve skills in an eligible occupation, occupational training required for registration, and occupational training for capacity building overseas each carry different evidentiary weight. The registration stream needs the registration or licensing body named and the requirement evidenced. The capacity building stream needs the overseas position to be real and documented. The form asks which stream, and the plan is written to it.
Turnaround and price
A$940 incl GST at 10 to 12 working days, A$1,070 at five to seven, A$1,550 at two, and A$1,750 for next working day. The turnaround is chosen on the form and the price updates as you choose it. Where a GTE statement is needed too, add it on the form and the combined price applies.

Common questions
How many phases should the plan have?
Enough that progression is visible and each phase can be assessed on its own. A twelve-month plan usually runs three or four phases; a twenty-four month plan more. Each needs its own objectives and its own place in the sequence.
Does the mentor have to be named?
Yes, in full, with their position and their actual qualifications. A mentor identified by job title alone is one of the most common reasons a plan is questioned.
Can the trainee already be experienced?
They need enough background to benefit from training in the occupation, but not so much that the training is redundant. The form asks for their qualifications and experience so the plan builds on what is actually there.
Do you need the training contract?
It helps. The plan has to agree with the offer on hours and remuneration, so if a contract exists, attach it.
